It can also simply read as a love of pirate lore and nautical adventure without deeper symbolism intended.
Where it sits
This is a tall vertical composition with the ship rigging at top and the wheel at the bottom, making it well suited to the forearm, shin, or full back where that vertical flow has room to breathe. On a curved area like the upper arm the ship's masts and rigging lines would need to wrap carefully or they will compress into a smudge. Shrinking it below mid-forearm size will lose the background ship detail and the fine rib and hand linework.
