Virginia requires all tattoo artists and body art establishments to be licensed by the state.

Licensing & Training

  • Artists must obtain a Tattooer License from the Virginia Board for Barbers and Cosmetology.
  • Completion of a 1500-hour approved tattoo apprenticeship or an equivalent training program is required.
  • Artists must pass a state licensing exam covering health, safety, and sanitation procedures.

Studio & Health Regulations

  • Studios must have a Body Art Establishment License and undergo regular health inspections.
  • Strict sterilization and sanitation procedures must be followed.
  • All reusable equipment must be autoclave sterilized, and disposable needles must be used.

Age Restrictions

  • Minors under 18 years old may be tattooed if a parent or guardian is physically present during the procedure โ€” notarization is not required by state law (Va. Code ยง 18.2-371.3).
