Virginia requires all tattoo artists and body art establishments to be licensed by the state.
Licensing & Training
- Artists must obtain a Tattooer License from the Virginia Board for Barbers and Cosmetology.
- Completion of a 1500-hour approved tattoo apprenticeship or an equivalent training program is required.
- Artists must pass a state licensing exam covering health, safety, and sanitation procedures.
Studio & Health Regulations
- Studios must have a Body Art Establishment License and undergo regular health inspections.
- Strict sterilization and sanitation procedures must be followed.
- All reusable equipment must be autoclave sterilized, and disposable needles must be used.
Age Restrictions
- Minors under 18 years old may be tattooed if a parent or guardian is physically present during the procedure — notarization is not required by state law (Va. Code § 18.2-371.3).
