Texas regulates tattooing at the state level through the Department of State Health Services.

Licensing & Training

  • Artists must work in a licensed tattoo studio.
  • Each studio must obtain a Tattoo Studio License from the Texas Department of State Health Services.
  • Completion of a bloodborne pathogens training course is required for all artists.

Studio & Health Regulations

  • Studios must pass annual health inspections and follow strict sanitation laws.
  • Proper sterilization of reusable equipment using an autoclave is required.
  • Single-use needles, gloves, and ink caps must be used for every procedure.

Age Restrictions

  • Minors under 18 years old cannot receive tattoos, with one narrow exception: covering up an existing tattoo containing obscene, gang-related, or drug-related content, and only with parental presence, a signed affidavit, and ID verification (Tex. Health & Safety Code § 146.012).
