Texas regulates tattooing at the state level through the Department of State Health Services. Licensing & Training Artists must work in a licensed tattoo studio. Each studio must obtain a Tattoo Studio License from the Texas Department of State Health Services. Completion of a bloodborne pathogens training course is required for all artists. Studio & Health Regulations Studios must pass annual health inspections and follow strict sanitation laws. Proper sterilization of reusable equipment using an autoclave is required. Single-use needles, gloves, and ink caps must be used for every procedure. Age Restrictions Minors under 18 years old cannot receive tattoos, except for medical or cosmetic reasons with parental consent.
