Tennessee enforces strict tattoo licensing laws through the state health department.

Licensing & Training

  • Artists must obtain a Tattoo License from the Tennessee Department of Health.
  • Completion of a minimum one-year tattoo apprenticeship is required.
  • Artists must complete a bloodborne pathogens training course and pass a state exam.

Studio & Health Regulations

  • All tattoo studios must have a Body Art Facility License.
  • Studios must pass annual health inspections and comply with state sanitation laws.
  • All tattooing equipment must be autoclave sterilized or single-use.

Age Restrictions

  • Minors under 18 years old cannot receive tattoos, even with parental consent โ€” except a narrow carve-out allowing 16-17 year-olds to get a cover-up tattoo with written parental consent, the parent present, and proof of guardianship (Tenn. Code ยง 62-38-211).
