Rhode Island has strict tattoo licensing laws, requiring artists and studios to be licensed by the state health department.

Licensing & Training

  • Artists must apply for a Tattoo License through the Rhode Island Department of Health.
  • Completion of a bloodborne pathogens training course is required.
  • Artists must pass an exam covering infection control and safety procedures.

Studio & Health Regulations

  • All tattoo studios must obtain a Body Art Establishment License.
  • Studios must comply with strict sanitation and sterilization requirements.
  • Studios must be inspected and licensed by the state health department.

Age Restrictions

  • Tattooing a minor under 18 is prohibited except for a narrow medical-purpose exception, which requires the parent/guardian to accompany the minor, both show photo ID, and provide written, notarized consent (R.I. Gen. Laws § 11-9-15).
