Licensing & Training
- Tattoo artists must complete a state-approved training program.
- All artists must be licensed through the Delaware Division of Public Health.
- A bloodborne pathogens certification is required.
Studio & Health Standards
- Studios must be state-licensed and undergo regular health inspections.
- Single-use needles and disposable gloves must be used.
- Proper handwashing stations must be available.
Age Restrictions
- Minors under 18 may be tattooed only with the parent or legal guardian's prior written, notarized consent to the specific tattoo (11 Del. Code § 1114).
