Arkansas has one of the most regulated tattoo industries in the U.S., requiring strict licensing and inspections.
Licensing & Training
- Tattoo artists must obtain a tattoo artist license from the Arkansas Department of Health.
- Complete a state-approved tattoo apprenticeship program with at least **375 hours of training**.
- Pass an exam covering infection control, sterilization, and state regulations.
Studio & Health Regulations
- All tattoo shops must have a valid Health Department permit.
- Strict sanitation requirements must be followed, including **autoclave sterilization**.
- Health inspections are required at least once per year.
Restrictions
- Minors under 16 cannot get a tattoo under any circumstances. Minors 16-17 may be tattooed with parental or guardian consent, except nipple, genital, or branding procedures, which remain banned under 18 regardless of consent (Ark. Code § 20-27-1502).
- Home-based tattooing is strictly illegal.
