Licensing & Training All tattoo artists must be registered with the Kentucky Cabinet for Health and Family Services. Completion of a bloodborne pathogens training course is mandatory. Shops must have a licensed tattoo artist on-site at all times. Studio & Health Standards Tattoo studios must be inspected and licensed by the local health department. Strict sanitation procedures must be followed, including autoclave sterilization of all reusable equipment. Single-use gloves and needles are required for each procedure.
